Kwinana Freeway Upgrade Contract Awarded

A $700 million upgrade of 29 kilometres of Kwinana Freeway is set to begin in early 2027, adding new lanes, smart ramp signals and supporting more than 4,000 local jobs as Perth’s busiest southern corridor undergoes its biggest overhaul in years.

In a joint media statement today, obviously timed to hit the news before tomorrow’s Secret Harbour by election, WA Premier Roger Cook, Federal Infrastructure, Transport, Regional Development and Local Government Minister Catherine King and WA Deputy Premier and Transport and Major Infrastructure Minister Rita Saffioti, have announced that construction will begin early next year on the major upgrade of 29 kilometres of Kwinana Freeway, stretching from Roe Highway to Safety Bay Road. A consortium of CPB Contractors, McConnell Dowell, Arup and Jacobs has been appointed to deliver the works, with detailed design now underway for:

• Widening 11 km between Russell Road and Mortimer Road

• A new southbound lane from Roe Highway to Berrigan Drive

• A new northbound lane from Russell Road to Beeliar Drive

• Ramp signals on 11 northbound ramps creating 42 kilometres of continuous smart freeway from Safety Bay Road to the Narrows Bridge.

Jointly funded by the Albanese and Cook Labor Governments, the upgrade is designed to boost capacity, ease congestion and improve safety for more than 100,000 daily road users. The Ministrrs say up to 4,180 local jobs will be supported during construction.

Major works will begin once environmental approvals are finalised, with widened sections opening from late 2028 and full completion scheduled for mid‑2029.

As the Premier Roger Cook says the upgrade will significantly improve one of Perth’s busiest corridors.

Transport Minister Rita Saffioti noted that with more than 100,000 daily users, widening the freeway will cut travel times.
