Beach Street is easy enough. Once it was on the banks of the Derbarl Yerrigan/Swan River. James Street? Aha. The first British Governor of Western Australia who assumed control of the Colony for the British Crown, including over Walyalup the country of the Whadjuk Noongar people. James Stirling.
