Going round and round?

Freo Today. 22 July 2022. Every city it seems has to have one of these. Not the near nautical sculpture, but the Eye in the Sky thing! Must be written into some city agreement somewhere! Fremantle’s is in Esplanade Park. Occasionally one actually sees it going round and round. Wonder how many revolutions it does in an average working day?
